  • Knowing the error associated with survey data

When estimates are produced from a survey there is always associated error. Most data producers publish these associated errors along with the estimates in the form of confidence limits. The confidence limits give the range of error. For example, an estimate of 48% may have confidence limits of 41% and 55%. This means the estimate could be anywhere between the lower limit (LL) and the upper limit (UL). This helps us understand how different two estimates may really be. If the confidence limits for one estimate overlap with the confidence limits of another estimate, then there may be no statistical difference between the two estimates.

We also think it is important to provide this type of information for survey data. We have produced some survey data maps to show some indicators around communities from National Survey for Wales data. These show you the confidence limits in addition to all the usual information we provide. We plan to include more survey data over time.

If you have any queries or comments regarding our presentation of survey data, please get in touch Infobasecymru@data.cymru.

  • It’s off to work we go…

We all know that an organisation’s workforce is its most valuable asset. This is particularly true in the public sector where the majority of employees are directly responsible for supporting individuals and communities to thrive. From providing your children with a quality education and making sure your local area is safe and clean to ensuring those who need care and support receive it, these individuals play a key role in helping us achieve well-being. Wouldn’t it be good to know more about the workforce that play such an important role in all our lives? Well, look no further…

    Putting names to faces…
Well, not quite, but this week we have published a new ‘Local authority workforce’ dataset. The dataset, which can be found in the ‘Local government’ theme, provides some headline information about the workforce of each Welsh local authority, including age, gender and salary. It will help you understand the characteristics of the current workforce and how this might change in the future.

    Tell me more…
The data has been published as open data under the terms of the Open Government License (OGL), which means that the data is clear and easily accessible so that anyone can use, re-use and/or repurpose it free of charge in any format they choose.
It is part of a wider initiative to ‘open up’ data about the workforce across the entire public sector. Welsh Government have also published the same information about their workforce and we expect other organisations to make their data available over the next few months. Further information about this initiative can be found in Welsh Government’s recent ‘Data and Digital’ blog.

You can find local authority workforce data here.

Welsh Government’s data is available in StatsWales.

  • A new look and feel to our reports

We know that not everyone likes to look at tables of data and it is often the overall picture that is more important. Our reports are designed to show the key data in a variety of formats to paint the picture.

Over the last few months we’ve been busy updating the content of the reports and making sure that they are useful for you.

The reports use the latest data and are automatically updated as new data is released. This makes them ideal to share with colleagues either as a pdf or electronically.

There is a report for each theme and also a "mini profile" report that gives an overall picture, covering all themes. You can see the reports at a local authority or local area (lower super output area) level.

We have also updated the “Where’s my postcode ?” page to show more information about your local area, including a map and a link to the "mini-profile".

  • Are small area population statistics or Census data essential for your work?

ONS has launched a three month public consultation on the future of the Census and would like users of census and population data to respond.

The 2011 Census has successfully provided population statistics that will be used by planners, policy makers and researchers across the public and private sectors.

That said, the population is changing rapidly and our need to understand these changes will continue. The Office for National Statistics’ Beyond 2011 programme is currently reviewing this need and how it can best be met in the future.

Improvements in both technology and government data sources provide new opportunities to change and improve the census process.
Beyond 2011 programme has two possible approaches:
    • A census once a decade, like that conducted in 2011, but primarily online, providing more detailed statistics once a decade; and
    • A census using existing government data and compulsory annual surveys, providing more statistics about the characteristics of the population every year.

Both approaches would provide annual statistics about the size of the population; nationally and for local authorities.

The consultation closes on 13 December 2013 and ONS will publish their findings in 2014.

Understanding the potential impact of Welfare Reform in Wales – initial data analysis now available at local authority level

We’ve launched a new InfoBaseCymru report today at the WLGA Annual Conference. It aims to improve understanding of the potential impact of Welfare Reform. As the reforms are introduced fully and the local impact of these is better understood, it is hoped the report will become a key tool to inform future discussions and decision making.

This initial version of the report has been developed following discussions and support from Flintshire and a number of other local authorities. It brings together key data to help understand the likely impact and implications locally of the planned changes.

The intention is to develop the content of the report as further evidence becomes available. We will be working with partners across Wales to develop further datasets to measure the impact of welfare reform on individuals, households and services.

We are organising a free event in partnership with the Welsh Government and the Office for National Statistics (ONS). Beyond 2011 is ONS’ programme to consider possible approaches to meeting future user needs for small area and socio-demographic information in England and Wales. This is essentially reviewing what is currently produced by the Census and evaluating its use to help develop the approach needed.

We believe that Welsh needs differ from those in England due to the increased partnership working in Wales in relation to Local Service Boards and Single Integrated Plans.

If you would like to know more about how to ensure that the data you use continues to be available please visit our website.

  • LSB Insight goes LIVE

We are pleased to announce, following a successful pilot the launch of LSB Insight. This is a freely available tool for data needs to support Local Service Boards.

Having received some valuable feedback from across the Welsh public sector, following the launch of the pilot in September 2012, we’ve taken on board the feedback received and have enhanced the site.

The tool holds core datasets and associated intelligence in a single place and will routinely be kept up to date, depending on data availability. It’s intended to save time and effort locally, and more importantly, encourage consistency in data across Wales.

The aim of the core datasets is to aid colleagues in LSBs by compiling a number of data sets that would form the majority of the information used in completing their needs assessments and monitoring their single integrated plans.

Work to further develop key aspects in LSB Insight such as thematic reports, will occur over the coming months, alongside additional data sourced specifically from the majority of single integrated plans.

For more information on the core datasets, please contact Duncan Mackenzie at duncan.mackenzie@dataunitwales.gov.uk or call 029 2090 9527.

For general information on the system and its wider benefits, please contact Iwan Thomas at iwan.thomas@dataunitwales.gov.uk or call 029 2090 9506.

To access and register for LSB Insight, please go to http://lsb.infobasecymru.net.

  • A new local area boundary has been created for 2011 Census data!

2011 Census data under the new Local Area (2011 LSOA) boundary is now available in InfoBase. All other LSOA data will use the Local Area (2001 LSOA) boundary until further notice.

Care should be taken when comparing local area level Census data between 2001 and 2011 due to boundary changes.

Local area (LSOAs) boundaries that were created following the 2001 Census are known in InfoBase systems as Local Area (2001 LSOA).

Following the 2011 Census, where a local area had a significant population change between 2001 and 2011 the boundaries have been changed. Where populations have become too big, the LSOA has been split into two or more areas; where populations have become too small the LSOA has been merged with an adjacent one. Local area (LSOA) boundaries that were created following the 2011 Census are known in InfoBase systems as Local Area (2011 LSOA).

The Local Area (2001 LSOA) boundary has 1,896 LSOAs in Wales and the Local Area (2011 LSOA) has 1,909 LSOAs in Wales.

When comparing 2001 and 2011 Census data, direct comparisons can be made providing the LSOA has remained the same, but for LSOAs that have been changed, direct comparisons of these 2001 and 2011 LSOAs are not possible.

More information and details on the LSOA changes can be found here

For more information on using Census data in InfoBase please contact InfoBaseCymru@dataunitwales.gov.uk.

We have upgraded our dissemination tool InfoBaseCymru. There are a number of new features, some of these include:

    • You no longer have to select your geography twice in reports – the system remembers that you have already chosen it. If you aren’t sure of the name of your local area, you can now type in your postcode and it will tell you your local area name.
    • The maps are easier to use – they are less cluttered, the guidance notes are more visible and a quick access button to notes is now available.
    • The way you move around the tables is a little different making it easier to add or remove elements. We’ve updated the help guidance so you can get to grips with these changes.
    • We’ve renamed ‘Where’s my area?’ to ‘Where’s my postcode’ as it was being confused with the quick report. We’ve also added a link from that screen to the relevant area profile just in case you go there by mistake!
    • When you expand a theme in either reports or maps and tables the system will now remember your choice. So if you come back later it will know.
